According to the 2000 US Census, Tennessee's Latino population swelled from 32,741 to 123,838 (an increase of 278%)  in the past 10 years.  In addition, Tennessee is experiencing an influx of immigrants from Eastern European, Asian, and Middle Eastern origins as well. Many of these new residents need assistance in learning to speak, read, and write English. Tennessee's adult education programs have responded by creating new ESOL programs and adding ESOL classes to existing programs. Tennessee is seeking to improve its ability to address this pressing need in the following ways:

  • Professional Development Events  Regional Training sessions as well as sessions at the Academy for Instructional Excellence provide Tennessee instructors and supervisors with information on how to develop new ESOL programs & enhance present ESOL programs. They also provide opportunities for practitioners to identify best practices in instruction, and network with other practitioners.

  • EL/Civics Grants Various Tennessee programs have received EL/Civics grants since the year 2000.  The funds for these grants were presented to the office of Adult Education by the United States Department of Education, Office of Vocational and Adult Education, under section 1000(a)(4) of the Consolidated Appropriation Act (P.L. 106-113) to help expand English literacy services and to provide an integrated program of services that incorporates literacy and civics education.

  • Networking and Support Tennessee's ESOL Field Team are exemplary ESOL teachers across the state who are available to assist state supervisors and ESOL teachers with ESOL program development issues.  In addition, the ESOL Discussion List serves as a hub for networking, idea sharing, and problem solving amongst Tennessee practitioners.

  • Exploring new relationships Currently Tennessee Adult Education practitioners are working to determine how best to expand ESOL services for Workplace Education programs and ElCivics participants.
