While Tennessee Adult Education services have always supported workforce development, recent years have seen an increased focus in this area. In August of 1998, the Workforce Investment Act was legislated by the U.S. Dept. of Labor. The Act calls for a comprehensive accountability system to assess the effectiveness of State government in providing employability and training services to adults and youth. As a result of this act, Tennessee created Local Workforce Investment Areas which are governed by local boards comprised of representatives from business, education, labor, community based organizations, economic development agencies and career center partners.  Local areas provide a "one-stop delivery system" - or Career Centers - to provide training services responsive to the needs of employers and individuals.  In addition, the Office of Adult Education moved from an association with the Department of Education to its new home with the Department of Labor and Workforce Development.

In addition to supporting workforce development through its "regular" adult literacy, GED, family literacy, and ESOL classes, Tennessee Adult Education also provides:
  • Workplace Education  - Adult education programs collaborate with employers to develop programs/classes to assist business and industry to achieve their goals.  Adult education practitioners can conduct a Job Task Analysis to identify the critical tasks that are essential to effective job performance, can isolate the essential skills and thinking strategies required to complete job tasks, and can design customized instruction and classes to upgrade employees' skills. Tennessee's publication Learning at Work describes workplace education in Tennessee and contains samples of best practices used in Tennessee programs.
  • ESOL in The Workplace training is a new initiative for the 2003 - 2004 program year. Piloted by a group of Tennessee supervisors and teachers last year, the training consists of a two-day introductory workshop and a follow-up day later in the year. The training includes curriculum development, marketing strategies, and other information and guidelines for establishing a successful ESOL in the workplace class. A manual will be provided to training participants, as well as other resource materials. A supervisor and an ESOL teacher from adult education programs in most Tennessee counties are invited to attend specific sessions. Check the Professional Development Catalog for more details.
  • Families First Adult Education  - The Office of Adult Education works in collaboration with the Department of Human Services to provide adult education classes for welfare recipients who do not have a GED.  These classes integrate instruction of job acquisition skills and work skills with basic skills & GED instruction.
